Maybe I’m just really bad at research, but maybe it is also proof of stealth editing and search engine result suppression. Either way, I was not always able to find the stories I knew I had heard. This is itself a problem with our political system. Voters are riled up by rumors with no way to verify them – and no way to refute them. How are we to vote? How are we to behave?
However, I did find most of what I needed. The bottom line is that even if there is some doubt about my details, the basic narrative of this book is almost certainly true. If I have one example wrong, there are other examples that better fit. There is certainly enough out there to support my case. There is no excuse for ignorance.

I don’t have any hard data how common the practice is, but I have heard from dozens of people that it is very common. The very first time I ever heard of the phenomenon was in New Hampshire when someone had taken a nap while parked next to a park – in daylight – something I had always thought was normal – and the paramedics were called. It was then that I was told that it was actually illegal to sleep in public and that people should know better. As it turns out, there is a lot of confusion about the chronology of the event. I had heard that a pipe burst at night and was an excuse to shut down counting and send the observers home. Trump then alleged that during this time counting of fake ballots took place. Later, it was revealed that the leak happened earlier that morning and was dealt with quickly. While Trump supporters claimed that this exposed the lie, showing no reason to stop counting unless for fraud, Trump critics claimed that this undermined Trump’s allegations that the water leak was used as an excuse late at night. In any case, it doesn’t explain why five other states shut down at the same time. Nothing like this happened in 2016, 2012, 2008, or 2004. It is supremely suspicious.

This is one of those things that everyone knows because it is common knowledge, yet finding a specific statute or court ruling is impossible. I do remember hearing a lawyer explain all this years ago, but can’t find the site now.
The way I understand it is as follows: I have heard my whole life that one is under no obligation to show a driver’s license UNLESS OPERATING A VEHICLE. Since driving is a state-regulated activity that requires a license, it is implied that officers can inspect to make sure the requirement is being met. When not driving, the first and fifth amendments to the constitution mean that one is free to say (or not say) anything, and the fourth amendment means they do not have to willingly consent to a search of their pockets (which could undermine a later attempt in court to throw out evidence) or answer questions (a search of the mind). To suggest that one walking by must show a Driver’s License or ID of any kind is no different than requiring them to provide a business license for walking or a fishing license for walking.
